Character Development Consultant

Project Overview and Role

INOVASI is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016. INOVASI is an ambitious four-year (with the possibility of an extension for another four), AUD 49 million program. It will collaborate closely with the GOI at the district, provincial and national level to develop and implement action-oriented research and experiments to answer the broad question: What works to improve student learning outcomes in Indonesia?It will focus on three sub-topics of investigation:
1)The quality of teaching in the classroom,
2)The quality of support for teachers,
3)Learning for all.

INOVASI is in currently developing pilot interventions related to the three above areas. In order to support the current focus of MoEC on character development in education, INOVASI is intending to ensure that this aspect is incorporated into all pilot interventions and eventually more widely into primary education in target areas. Accordingly, the services of a national consultant are required to assist in this task.

This Terms of Reference document is intended to outline the scope of work required for this task. Key questions to be addressed include:
1)How does MoEC define character development in primary education? What is the scope of this definition?
2)How does MoEC see character development being integrated into subjects at primary level? Are there any good examples of how this has been done elsewhere in Indonesia? If yes, which of these models might have most relevance for primary school classrooms in target districts in NTB Province and elsewhere and why?
3)What is the understanding of character development among Education stakeholders in NTB? Have their been any initiatives already undertaken in this regard (e.g. Kabupaten Lombok Utara)?
4)To what extent, and how, might these models might be integrated into INOVASI supported pilot interventions and the local education system to ensure sustainable uptake by district and provincial governments?

INOVASI is currently looking for a short term technical consultant to assist in exploring and answering the above questions.

Responsibilities

Purpose of the Position:
Working closely with the Education Program Development Manager and Team, the Character Development in Education Consultant will (1) conduct a review of current MoEC policy and any existing initiatives at national level. and (2) Assess the current understanding of character development among education stakeholders in NTB and document any initiatives that have already been implemented and (3) prepare an outline of how character development might best be integrated into existing and planned pilot interventions supported by INOVASI.

Duties:
Under the direction of the INOVASI Education Program Development Manager, the Character Development Education Consultant will take the lead in carrying out the specific duties listed in the attachment. The inputs available to assist the Consultant and number of days each task is anticipated to take are also summarized.

Requirements

Qualifications and Experience:
The Character Development in Education Consultant will possess the following qualifications and experience:
  1. Postgraduate academic qualifications relevant to the scope of services outlined above.
  2. A minimum of eight years? experience in teaching at primary school level, preferably within Indonesia.
  3. A good understanding of character development related issues in Indonesia.
  4. An in-depth understanding of issues faced by teachers within Indonesia in trying to prioritise character development at primary school level.
  5. Demonstrated ability to write high quality reports (through providing at least two samples of similar, previous reports produced).
  6. Demonstrated ability to deliver results to specified deadlines and quality standards.
  7. Fluency in Bahasa Indonesia preferred.
