Project Overview and RolePalladium is seeking a Chief of Party (COP) for the upcoming five-year USAID Liberia Health Systems Strengthening (HSS) project to lead and provide comprehensive support to USAID and the Government of Liberia (GOL) to ensure all program objectives are met in a high-quality and timely manner and that overall technical assistance provided by the program exceeds expectations and facilitates the long-term development of the Liberian health system.
This position will be based in Monrovia and is contingent upon contract award to Palladium Group.
Responsibilitieso Provide leadership, managerial and technical oversight and overall support for the program throughout the design and implementation. Oversee the recruitment, placement and technical and professional development of the project's professional staff;
o Provide technical leadership, collaboratively with USAID and GOL, in the design and execution of the HSS program strategy and scopes of work and direct strategic planning to integrate and leverage relevant activities, including cross-cutting issues, in the main project areas and nationwide;
o Liaise directly with GOL and partners and provide direct and immediate support to identify and meet needs for an improved health system;
o Facilitate the management of the project's main sub-contractors, including maintaining clear and open lines of communication and developing comprehensive scopes-of-work;
o Oversee the set-up and management of the project's main and regional offices and work closely with the Technical Directors to develop targeted technical assistance plans for each region;
o Work closely with USAID and the project's security sub-contractor to facilitate the development and implementation of a project security plan and policy for staff and partners and troubleshoot challenges as needed;
o Work closely with project's Director, Finance and Administration and Monitoring and Evaluation Manager to ensure efficient functioning of project administrative systems and maintain adequate internal control; and
o Oversee the development of the project's knowledge management systems and ensure the timely delivery of high quality reporting and deliverables
Requirementso MPH, MBA or MA in public health, international development, international relations, public policy, or related field.
o At least 15 years of experience in international health and development, with at least 8 years of managing large complex health projects.
o Experience working with USAID-supported projects in West or East Africa is preferred. Familiarity or experience with Liberia health system is a plus
o Prior experience working with USAID-funded programs is required.
o Considerable experience in health systems strengthening, health financing, and human resources for health, is highly desirable
o Must have sound knowledge of methodologies and best practice in health system strengthening
o Adept in effectively managing stakeholder relationships and partnerships.
o Demonstrative adaptive leadership.
o Appropriate computer skills necessary to conduct research, and to conduct analysis of study data
o Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) - this includes data analytics
o Ability to multi-task and keep track of concurrent activities and deadlines
o Strong written and oral communication skills for high-level policy audiences
o Must be willing to live and travel within Liberia.
o Fluency in English required
