Project Overview and RolePalladium is seeking a Chief of Party for the upcoming USAID-funded Support to Federalization project in Nepal. USAID plans to provide support to Nepal's state restructuring and devolution to local bodies as envisioned and empowered in Nepal's 2015 Constitution. It will do so by providing support to citizens to access government services and their newly elected local officials. The project will also support local level government performance by working with those bodies in their provision of services to the public in an inclusive, transparent, and responsive manner. Finally, USAID will support institutionalizing inclusive citizen participation in local decision making and public accountability mechanisms, as well as mainstreaming conflict mediation into new local governance systems, processes, and structures.
ResponsibilitiesThe Chief of Party (COP) oversees all Contractor activities for this program and provides overall technical oversight and management for the program. The COP serves as the Contractor's designated person for overall management of the Contractor's relationship with USAID/Nepal. Oversees project strategic planning, work plan preparation, implementation, and performance monitoring and evaluation. He/she manages field office staff and field office operations; and has responsibility for overseeing the administrative aspects of management of all subcontractors, and overseeing programmatic and strategic aspects of the project.
- A minimum of ten years of previous or current experience in activity design, development and implementation of good governance or community development assistance programs.
- Advanced degree in public administration, political science, international development, or related field.
- At least two technical area specialties appropriate to the activity (community stabilization, community development, decentralization, local governance)
- Experience implementing large, complex, USAID-funded decentralization projects required.
- Demonstrated leadership and management skills.
- Prior regional experience is highly desired.
- Strong analytical and communication skills.
