Project Profile
As external HIV funding decreases, more and more countries are relying on domestic resources and programming. To support countries with this new funding reality, Palladium's USAID-funded Health Policy Plus (HP+) project is developing transition and sustainability roadmaps, and providing technical assistance to governments, donors, and civil society partners to assess key areas of sustainability for their national AIDS programs.

Responsibilities

Responsibilities
The consultant will:
  1. Facilitate coordination between Palladium and the Lao Ministry of Health to set up and carry out interviews with key stakeholders;
  2. Assist in procuring costing data and key documents as available;
  3. Support the organization and implementation of several meetings and workshops in Vientiane;
  4. Support other tasks such as translation, procurement of supplies, etc. that the team needs to carry out.
  5. Convene a working committee of key HIV program stakeholders in Laos who will organize and lead dialogue and discussion processes for each of the four SID content domains (governance and leadership, health services and systems, financing and efficiency, and strategic information) towards development of an HIV transition roadmap document.
  6. Coordinate the working committee, assist with planning and organizing for information and data mobilization, and dialogue sessions with key HIV stakeholders to fill in the roadmap templates.
  7. Along with the HP+ team leader, draft the governance and leadership, and health services and systems chapters of the readiness assessment report.
  8. Review and comments on full draft of the readiness assessment and transition roadmap reports.
  9. Assist to plan and organize a multi-day verification workshop of the readiness assessment and roadmap reports.
  10. Assist to plan and organize the final dissemination event for final readiness assessment and transition roadmap reports.

Requirements

Qualifications
  • Knowledge of Laos's health system and relationship/connections with Ministry of Health stakeholders.
  • Experience organizing/providing logistical support for workshops with diverse group of stakeholders.
  • Proficiency/fluency in English and Laotian required.
  • Excellent organizational, interpersonal, and communication skills.
  • Proven ability to work independently and as a team member.
  • Knowledge of Global Fund grantmaking and implementation, and PEPFAR/USAID health programming preferred.
  • Proficiency in Microsoft Office and general computer skills.
  • Relevant educational experience in public health, public administration, or related field such as health financing, administration, policy/planning, or appropriate experience in managing or coordinating strategic planning processes preferred.
  • Experience providing consecutive translation (Lao/English) preferred
