Project Overview and Role
The Deputy Project Director will be responsible for overseeing technical areas of the project, supervisingTechnical Directors, and assisting the Project Director with interfacing with the donor, partners, and other stakeholders. With the Project Director, the Deputy Project Director will oversee strategy development and integrate technical approaches across country programs. Key technical areas will include strengthening and governance of country health information systems (HIS), analysis and presentation of data, improving the use of data in national HIS for decision making, and local organizational capacity development. This position will also involve leading and developing strategic initiatives, work planning, financial accountability, staffing, and reporting. The Deputy Project Director will provide senior technical leadership, management, consultation, and support for the development and execution of project interventions. The incumbent will be expected to exercise judgment within broadly defined practices and policies in guiding the selection of methods, techniques, and evaluation criteria for obtaining results. The position reports to the Project Director.

S/he will lead the acquisition and delivery of high value technical solutions that deliver results and impact, continually meeting the changing needs and priorities of our clients.
- Provide leadership for strategy and implementation for the technical areas: strengthening and governance of country HIS, analysis and presentation of data, use of data in country HIS for decision making and local organizational capacity development.
- Provide technical direction and oversight in the design, implementation, and monitoring of workplans and budgets.
- Support technical strategies and activities at the global, regional, and country levels, including conceptualizing new activities related to emerging global trends and initiatives.
- Supervise, either directly or indirectly, staff to carry out activities in the portfolio; in so doing, ensure activities are fully accomplished, meet expected technical quality standards, and are delivered on schedule and on budget.
- Ensure adherence to USAID, project, corporate, and in-country policies and procedures governing all technical work.
- Liaise with USAID management team on all issues pertaining to technical aspects of the project, including meetings, workplans, and technical updates, and respond to ad hoc technical requests from USAID and other entities.
- Work with the Project Director, the Deputy Director of Country Operations, and Regional Managers to design and implement strategic approaches to expand project activities and innovative approaches to new countries and geographic regions.
- Oversee and participate in the preparation of necessary technical and program-related reports, including presentations, peer-reviewed publications presenting innovation on health policy, and white papers.
- Guide and support training and capacity development efforts in support of project activities and deliverables.
- May provide functional guidance to outside vendors to ensure deliverables are met within timelines and budgets.
- Organize, as needed, project/program trainings, conferences, workshops, and meetings.
- Represent the project and organization, as needed, and participate in outside associations, conferences, and symposia.
- Contribute to AOR, partner, and other external communications and relationships.
- Masters, MSc or higher degree in public health, medicine, international development, social sciences, or related subject.
- At least 10 years of experience designing, implementing, and managing complex public health projects in/for low and middle income countries, of which at least seven years has been spent supporting health information systems related to one or more of the infectious diseases suported by USAID (malaria, TB, NTDs, emerging pandemic threats)
- Demonstrated leadership capacity, broad strategic vision, and ability to effectively build and sustain positive working relationships and partnerships with U.S. government agencies, host-country governments and counterparts, international donors, multilateral organizations, private sector partners, and civil society and community groups in developing countries.
- Demonstrated ability to build large technical teams to bring about change and results.
- Demonstrated problem solving, analytic, and evaluative skills.
- Effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
- Proven expertise supporting junior staff to grow professionally.
- Proven success in managing programs for USAID, CDC, World Bank, WHO, and/or development partners/donors.
- Strong interpersonal, writing, and oral presentation skills in English.
- Fluency/proficiency in a second language relevant to a developing country context desirable.
- Must be able to travel internationally up to 30%.
