Project Overview and RoleThe Education Program Specialist will lead and manage technical activities in coordination with the Australian Department of Foreign Affairs and Trade (DFAT) and the Indonesian Ministries of Education and Culture, Religious Affairs, and National Development Planning (Bappenas).
The duties of Education Program Specialist revolve around designing and managing technical and policy research activities, identifying technical expertise to implement activities, conducting technical reviews of research and technical reports and related communications products/activities, and engaging in dialogue with key Indonesian officials to support uptake and use of research findings and technical advice.
In this role the Education Program Specialist will be supported by a Technical and Advisory Services Manager who will manage the recruitment of consultants/advisors to deliver activities, and a Program Manager who will manage procurements required to implement program activities.
Duties may include:
- Assisting the Government of Indonesia (GoI) and DFAT articulate research and technical assistance (TA) needs and drafting Scope of Work and Terms of Reference (ToR) documents for program activities.
- Leading and managing the design and implementation of research, technical assistance, and pilot activities.
- Directing contracted technical advisors/researchers and quality assuring their technical products (i.e. research and technical reports).
- In collaboration with the TASS Communications Specialist, managing information dissemination and learning events to promote uptake and use of technical products.
- Engaging in dialogue with GoI on utilisation of activity outputs/products and identification of follow up activities required to further support utilisation.
- In collaboration with the TASS Monitoring and Evaluation Specialist, supporting monitoring and evaluation of activities led by the Education Program Specialist (i.e. policy research, technical support, and pilot activities).
- Supporting the Facility Director in reporting program activities to DFAT on a regular basis and monitoring the broad program work plan.
- Contributing to an annual program review through providing technical advice on the strategic direction of the program, and improvements to the delivery of research and technical activities.
- Coordinating activity-related clearances and approvals with DFAT management, as appropriate.
- Supporting close coordination and communication between GoI, DFAT and the TASS management team.
- Supporting the Facility Director in strategic and overall work planning.
RequirementsQualifications and Experience
The Education Program Specialist should have the following qualifications, experience, skills and knowledge:
Required Qualifications, Experience and Skills
- Advanced degree in Education or a related field, with 5-10 years? related experience, or an equivalent combination of education and experience.
- Strategic thinking and analytical skills in education, preferably in a donor environment.
- Experience in leading and managing project/activity design, implementation, reporting and monitoring and evaluation.
- Experience in managing consultants/advisors in an international development context.
- Excellent interpersonal skills, particularly in working with government officials, and ability to work independently and perform in a multi-cultural environment.
- Demonstrated ability to be flexible, think clearly and logically, and work well under pressure in a multi-task environment.
- High degree of professionalism and sensitivity to confidential matters.
- Excellent written and verbal communication skills in Indonesian and English.
- Sound knowledge of the current education policy environment in Indonesia.
- Broad knowledge of the Government of Indonesia and a detailed understanding of the Indonesia education sector.
- Knowledge of project/activity planning, design, implementation and evaluation in a donor funded environment.
