Project Overview and Role

Background

The Governments of Australia and Indonesia are partnering through INOVASI, an education program which aims to find out how to improve literacy and numeracy for Indonesias students. Funded by the Australian Government in partnership with the Indonesian Ministry of Education and Culture (MoEC), INOVASI is a subnational education program with a budget of AUD 49 million, which started in January 2016 and will run until 2019. It focuses on understanding and tackling learning challenges, particularly those related to literacy and numeracy skills, at the heart of the education system-- in the classroom and the school (including madrasah). Nusa Tenggara Barat (NTB) is INOVASIs first partner province that began implementation in early 2017. Three more partner provinces (NTT - Sumba Island, East Java and North Kalimantan) have begun implementation in mid-2017.

INOVASI will use a new approach to focus on what works in classrooms and schools. It will work with teachers, principals and local officials to identify what problems need to be solved to help students learn better and find out the best way to solve these problems by jointly piloting either (i) local solutions or (ii) practices successfully trialled elsewhere which are adapted to the local context. INOVASI will evaluate these pilots to see which are successful in improving student literacy and numeracy. The pilot activities will focus on student learning and classroom teaching. The three areas of focus are: 1) Strengthening the quality of teaching and learning in the classroom; 2) Improving the support provided to teachers so they can teach better; and 3) Enabling all children in the classroom, particularly girls and children with disabilities, to reach their potential in learning

INOVASI is managed by Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT).

INOVASI maintains a pool of pre-qualified individual international and national consultants across various technical disciplines who may be called upon to provide services as required by the program on a regular or ad-hoc basis.

Available positions

INOVASI is currently requesting Expressions of Interest from national and international consultants with one or more of the following specialisations:

  • Assessment
  • Literacy Specialist - specifically early grades
  • Numeracy - specifically early grades

  • Instructional leadership
  • Differentiated learning
  • Problem-driven Iterative Adaptations (PDIA) implementation

Responsibilities

Likely duties
Under the overall direction of Education Program Development Manager, Education Specialists will undertake various pieces of work which will be defined by specific scope of work developed for each consultancy. The scope of work may include some or all of the following responsibilities:

  • Mapping of initiatives implemented elsewhere that are relevant to the areas of focus of INOVASI and may have the potential to be adapted to the local context.
  • Assessment of examples of promising practice (positive deviance) within target districts and provinces that could be replicated locally.
  • Recommendation of relevant initiatives to INOVASI and local partners that have the potential to be developed into pilot interventions
  • Working with local partners to design pilot interventions that address local problems and are appropriate to the local context.
  • Assisting with the design of a scale out plan for specific pilot interventions that have proved successful.
  • Other duties as may reasonably be required by the Education Program Development Manager consistent with the consultants qualifications and experience.

Requirements

Qualifications and Experience
All the Education Specialists will possess the following essential qualifications and experience:
  • An advanced degree in education or in a discipline relevant to the specialisation; or significant professional experience relevant to the specialisation.
  • Minimum of eight years of work experience in education, public policy, or social sciences..
  • Experience in education related development programs which may include program design, implementation and related activities, preferably within Indonesia.
  • Demonstrated understanding of basic education and the challenges and conditions for improving and sustaining quality education.
  • Teaching experience, preferably in school education.
  • Excellent written and verbal communication skills in English;
  • Sound problem solving and decision making skills;
  • Ability to work independently and as a part of a team.
  • The following qualities are desirable:
    • Fluency in Bahasa Indonesia.
    • Knowledge of the Indonesian Ministry of Education structure and relevant Ministry programs and policies.
    • Experience working with DFAT or other development agencies, including in implementing DFATs social inclusion strategy.
