Governance and Leadership Advisor

Project Overview and Role

Palladium is seeking a Senior Governance and Management (GM) Advisor who will provide technical assistance and capacity building support related to good governance, policy and sound and transparent management systems, including strategy development, technical analysis, stakeholder consultation and advocacy, and contributing to technical reports and briefs. Responsibilities require global knowledge and best practices in governance and management as it relates to ministries and of state-of-the-art innovations in the broader domain area.

The GM Advisor will provide technical direction and assist country teams to develop technical strategies, approaches and plans, implement activities and monitor progress towards outlined project milestone/deliverables/ approved workplans. The Advisor will also develop technical documents, provide technical oversight to team, manage the technical aspects of outsourcing any technical services, review and finalize technical products (studies, reports, briefers, slide decks) and provide overall capacity building support and mentoring to the country teams.

This position will be based in Monrovia and is contingent upon contract award to Palladium Group.

Responsibilities

o Participate in the design and implementation of technical support activities related to governance and management strengthening at the central and county levels of the Liberian health system
o Support the application of evidence-based practices and theoretical conceptual frameworks and models to solving pertinent governance issues and challenges surrounding the healthcare system in Liberia, as informed by in-depth analyses
o Closely work with the Ministry of Health of Liberia, and through on the job training and mentoring, build the capacity of different departments and units to effectively plan, manage, and oversee essential governance and management functions - this may include improving and streamlining priority systems such as HMIS, procurement, budgeting, stakeholder and project coordination, etc..
o Support the Government of Liberia to effectively achieve donor and stakeholder coordination to maximize attainment of results in an efficient manner
o Assist the Ministry of Health in implementing and strengthening their decentralization through stewardship capacity of county health offices
o Work with partners and other stakeholders to continue to develop and improve private sector environment including stewardship, legislative efforts and public-private partnerships (PPPs)
o Supervise short-term local consultants in Liberia assigned to Governance and Management activities
o Represent the project, company, and programs in the Governance and Management area in Liberia as well as with others in the professional community
o Interact with internal and external resources and other experts to bring new and "cutting edge" ideas into approaches
o Perform other related duties and responsibilities as assigned

Requirements

o PhD or MA in political science, international development, international relations, public policy, or related field
o At least 10 years of experience in leadership, governance, public administration and management areas on projects of similar size and complexity
o Experience working with USAID-supported projects in Africa is preferred. Familiarity or experience with Liberia health system is a plus
o Prior experience working with USAID-funded programs is a plus
o Must have sound knowledge and experience in leadership, governance, and management
o Appropriate computer skills necessary to conduct research, and to conduct analysis of study data
o Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) - this includes data analytics
o Ability to multi-task and keep track of concurrent activities and deadlines
o Strong written and oral communication skills for high-level policy audiences
o Must be willing to live and travel within Liberia.
o Fluency in English required
