Project Overview and RolePosition
This position will support the monitoring, evaluation and learning (ME&L) needs of Palladium's Data, Informatics and Analytical Solutions (DIAS) practice with specific reference to health economics programming. The Health Economist will have broad skills to provide content knowledge, technical assistance, and support for the development and execution of economic evaluations. The Health Economist will work in Palladium's DIAS Practice and the USAID-funded MEASURE Evaluation Phase IV project. S/he will assist with cost-effectiveness studies, systematic literature reviews, qualitative or quantitative surveys, M&E assessments, unit costing, and feasibility or policy analyses of proposals for expansion of health programs.
- Work closely with the DIAS health economics portfolio lead and technical team to develop cost estimates and cost-effectiveness estimates for interventions in public health in developing countries
- Uses various quantitative and qualitative techniques to perform financing and policy analysis tasks
- Develop and manage budgets, as required
- Manage in-country staff, as required
- Lead / contribute to the design of study protocols / terms of reference for assessments / evaluations / research studies on topics affecting / projects for health economics
- Contribute to business development by leading proposals related to health economics and developing proposals to USAID and other donors
- Lead/ contribute to the design and implementation of health economics-related assessments and the national, sub-national and project level
- Lead/ contribute to efforts to improve data quality at national, sub-national and project levels
- Lead/ contribute to efforts to improve data use at national, sub-national and project levels
- Work with multiple staff, partners and donors, based in different locations globally, to achieve goals
- PhD preferred but a minimum of a Master's degree in economics required;
- 8+ years of professional experience in health economics
- Familiarity with budgeting processes
- Demonstrated ability to work as part of a team, preferably on a USAID-funded project
- Strong interpersonal, writing, presentation, and organizational skills are required
- Demonstrated skills in capacity building through technical assistance and coaching both face-to-face and at a distance. This includes strong skills in public speaking, and delivering trainings and workshops
- Experience working internationally (experience in sub-Saharan Africa is highly desirable)
- Demonstrated problem solving, analytic, financial, and evaluative skills
- Ability to respond and adapt quickly to changing requirements and competing demands
- Ability to travel internationally up to 25-35% time
- Fluent written and spoken English is required (preference will be given to candidates with working proficiency in additional languages such as Portuguese or French)
- Candidates with PEPFAR reporting experience preferred
