Project Overview and Role

What is the Humanitarian and Stabilisation Operations Team?

The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium provides the Department for International Development (DFID) with humanitarian services and the UK Government's Stabilisation Unit (SU) with stabilisation support.

The Humanitarian and Stabilisation Operations Team (HSOT) maintains a database of humanitarian experts to provide skilled consultants to DFID.

The database comprises highly competent humanitarian professionals who can network effectively and work across a range of humanitarian disciplines and in collaboration with UK Government Departments, other humanitarian agencies, governments and authorities at country level.


Consultants are contracted by Palladium to work alongside Civil Servants and to represent the UK Government when required. HSOT will match assignment terms of reference to consultants' profiles. Matched consultants are contacted to verify interest and availability. Consultants may be selected in consultation with DFID colleagues.

The majority of deployments support rapid onset disasters or complex emergency response. Deployments commonly last between two to twelve weeks. Occasionally assignments may last for six months or more.



Humanitarian Advisers (HA) are competent humanitarian professionals who can work strategically to influence internal and international processes, and who are able to design and implement programmes on the ground. Advisors provide specialist advice, analysis and support during a response.

Advisors will have strong interpersonal skills and be able to network effectively. They will be able to work in collaboration with a range of partners and disciplines across Whitehall and with humanitarian agencies at country level.

Objective/Main Purpose

Provide humanitarian advice, analysis and support to guide a Department for International Development (DFID) humanitarian response.


Humanitarian Analysis and Advice
  • In line with the DFID overall humanitarian policy, advance the case for principled humanitarian action (based on humanity, impartiality, neutrality, and independence) in DFID's programming as well as contribute towards a response strategy as required;
  • Make the case for programming that is consistent with best practice, best available evidence, and in line with the response strategy;
  • Review and approve analysis by Reporting Officers and Humanitarian Affairs Officers (or other appropriate sources) as required;
  • Based on this analysis and on consideration of relevant DFID humanitarian policy, make recommendations for programmes and positions to DFID (HQ or Team Leader in the Field). This may include recommendations for precise allocations of funds by sector and partner; and
  • Provide specialist technical advice in one or more sectors which may include but are not limited to: Health, WASH, Nutrition, Protection, Food Security, Cash Transfers, Sexual and Gender Based Violence, Education, Shelter, Camp Management, and/or Civil Military Coordination.
Quality Assurance and Monitoring
  • Organise and/or participate in field monitoring visits where feasible and follow up on findings;
  • Review implementing partner reports against agreed aims, and flag and follow up areas of concern;
  • Identify partners' institutional strengths and weaknesses and advise remedial actions, paying special attention to performance against previous commitments ('special measures');
  • Encourage implementing partners to coordinate and cooperate where possible to achieve the best overall humanitarian outcomes;
  • Feedback lessons learned to DFID (Headquarters or Team Leader) as they are identified; and
  • Establish a system for tracking DFID attributable results for the response.

Personnel Management
  • Some roles, such as Team Leader, may require personnel management of personnel including other HAs, Humanitarian Affairs Officers (HAO), and Reporting Officers (RO). This can include approval of travel requests, expense claims, leave coordination, etc; and
  • In such a role, the HA would be expected to cooperate closely with the Security Adviser on a risk management strategy and to implement the strategy in their team.

Representation and Relationship Management
  • Stay in contact with relevant DFID departments including Humanitarian Policy Team, Press and Digital Communications team etc;
  • Liaise closely with implementing partners including multilateral agencies, non-governmental organisations, civil society organisations, and private sector;
  • Liaise with national and local government representatives, UK government bodies such as Foreign and Commonwealth Office (FCO), Ministry of Defence (MoD), other departments as applicable, and any other relevant actors in the context;
  • Represent DFID to international forums, overseas governments and authorities, possibly at a senior level;
  • Support facilitation of a DFID communications strategy which does not detract from due attention to programming and/or response; and
  • Participate in and support international coordination mechanisms as required.

DFID Business Support
  • Lead on developing draft submissions, information notes, briefings, and parliamentary correspondence for DFID and HMG;
  • Give substantial input into the development of DFID business cases for response interventions; and
  • Contribute to DFID's internal lessons learning processes.

Essential Qualifications, Skills and Experience Required
  • Ideally, a Master's level qualification or equivalent in a subject relating to the humanitarian field.
  • Significant experience leading a response to a rapid onset disaster/complex emergency;
  • Extensive senior level experience of working in developing countries and/or in fragile and conflict affected environments;
  • Strong programme management skills;
  • Substantial demonstrable experience of working in a senior capacity in humanitarian operational environments, in a head office and field environment;
  • Excellent networking and representational skills at all levels, including Government, UN, RC Movement and NGOS;
  • Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses;
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload; and


Technical Competencies Required
  • Ability to conduct humanitarian risks assessments and analysis;
  • Ability to plan and manage humanitarian responses;
  • Knowledge of humanitarian theory, practice and architecture;
  • Knowledge of disaster resilience theory, practice and architecture;
  • Practical experience leading humanitarian operations; and
  • Knowledge of the development effectiveness agenda, the international development system, and institutional and organisational knowledge.
