Australia is supporting Pacific governments, businesses and communities to strengthen climate change and disaster resilience. At the 2019 Pacific Islands Forum, Australia pledged to spend $500 million over five years to strengthen resilience in the Pacific from 2020. This builds on the commitment to spend $300 million over four years from 2016. Our support includes dedicated aid investments aimed at strengthening resilience, as well as a comprehensive effort to integrate climate change and disaster resilience into all areas of the aid program in the Pacific.
The Australia Pacific Climate Partnership (the Climate Partnership) is a $75 million investment over four years (2018-2024), funded by the Department of Foreign Affairs and Trade (DFAT). It aims to increase the effectiveness of Australia's support for climate change action and disaster resilience in the Pacific and has three key objectives:
- Australian aid investments in the Pacific are climate change and disaster risk informed;
- Australian supported climate change information is relevant and influential;
- Australia is valued as a partner in climate change action in the Pacific.
The Climate Partnership Support Unit plays a key role in meeting the Program's objectives. It has a staff of technical experts based in Canberra and the Pacific who work with DFAT aid investment program managers to integrate climate change and disaster risk reduction (DRR), broker knowledge between Climate Partnership components, Pacific partners and other actors, and undertake Program-wide monitoring, evaluation and learning. The Support Unit also manages an Expert Panel to provide specialist skills in priority sectors. The Knowledge Manager will be part of the Support Unit, and support its knowledge brokering work. Purpose of the Position:
The Knowledge Manager will be responsible for improving generation and sharing of evidence-based knowledge and learning in inclusive climate action and disaster resilience and will support knowledge brokering. The Knowledge Manager will be required to work with a diverse range of stakeholders, including peak scientific bodies and regional organisations, to ensure climate and disaster information products and services are tailored to people's needs.
The Knowledge Manager will:
- Work with the Climate Partnership Support Unit team to develop and nurture communities of practice and learning within the program, across DFAT and Pacific agencies and institutions, to facilitate sharing of lessons and experience in climate and disaster knowledge brokering.
- Through these communities of practice, work with the team to develop and share examples of good practice in integrating climate resilience, disaster risk reduction (DRR) and low carbon growth across Australia's aid investment sectors and in a broader development context.
- Facilitate productive, close collaborative knowledge partnerships between the three major Climate Partnership components - in climate change integration (Support Unit), climate information services (COSSPac2) and governance (Governance for Resilient Development in the Pacific), and with broader scientific and research institutions in the region, to facilitate knowledge brokering and climate change and DRR integration in Pacific country governments, businesses and communities.
- Coordinate and implement knowledge management and reporting systems for the Climate Partnership Support Unit, working with the MEL Adviser and MEL Systems Adviser, ensuring institutional learning is captured and shared with the team and other stakeholders.
- Work across the Climate Partnership to integrate knowledge management into work practices, build a knowledge sharing culture, and support staff on how to effectively access and use knowledge management tools.
- Support knowledge brokering by the Support Unit, to tailor climate and disaster information products and services to the needs of DFAT programs and wider stakeholder groups in government, businesses and communities.
- In collaboration with other Climate Partnership Support Unit staff, provide material for the Support Unit website, including approved content and relevant publications/reports to proactively promote communities of practice, knowledge sharing and learning.
- Work with the Climate Partnership team to develop quality knowledge products that effectively communicate program results, outcomes and learning, and support DFAT's internal and external climate change and DRR reporting requirements.
- Ensure adherence to Climate Partnership Support Unit policies and procedures, including responsibility for documenting and updating of policies and procedures as it relates to knowledge management.
- Assist the Team Leader, Communications Manager and MEL team with ad hoc tasks as required.
- Advanced education related to science, communication or related fields preferred.
- Experience developing and implementing knowledge management strategies for climate change, DRR, resilience building or related fields, with a contemporary knowledge of international progress and good practice in these fields.
- Demonstrated experience in communicating research and learning using science communication approaches, such as story-telling, dynamic visualisations and exhibits, in a development context, in the Pacific.
- Demonstrated understanding of how to effectively broker partnerships between people who need information about climate change and disasters, and the generators of that information, and demonstrated practical experience in tailoring technical scientific information to meet people's needs for practical tools and knowledge to catalyse adaptive action in Pacific governments, businesses and communities.
- Demonstrated knowledge and understanding of DFAT aid policies and strategies, and other relevant government policies, including Pacific Island country climate change policies and priorities and regional strategies (like the Framework for Resilient Development in the Pacific).
- Proven ability in thinking and working politically; building strategic and collaborative working relationships with government and industry stakeholders; and identifying solutions to sensitive political and cultural issues, preferably in the Pacific.
- Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
- Demonstrated ability to provide advisory services, coaching and mentoring to the diverse stakeholders in government, civil society and the private sector, in a complex operating environment.
- Excellent cross-cultural communication skills, both oral and written.
- Proven ability to develop and maintain professional, cross-sectoral networks.
- Highly developed negotiation and problem-solving skills.
