Project Overview and Role
The Pacific Labour Facility facilitates seasonal and longer-term work opportunities for Pacific workers to Australia. It connects Australian employers with Pacific workers, supports the administration of the PLS and provides targeted support to SWP. The PLF is managed by Palladium and provides the backbone of Australia's future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT). The PLF has been established as a trusted intermediary in connecting Australian employers with Pacific workers.
The Labour Mobility Engagement Manager, Tuvalu will be responsible for developing and implementing a program of assistance to government agencies and other in-country stakeholders to ensure effective engagement of Tuvalu in Pacific Labour Mobility programs, by improving the supply of quality workers and also maximise the development impacts of participation in Labour Mobility programs. This focus will be on increasing the participation of Tuvalu in these programs.
While located in Tuvalu, it is anticipated that the incumbent will spend at least one week in every 8-10 weeks at the PLF offices in Brisbane or one of the other Pacific Labour Sending Unit locations.
Under the direction of the Labour Mobility Engagement Manager - Fiji
the Labour Mobility Engagement Manager - Tuvalu
- Consult with the Tuvalu government and labour sending authorities to determine their objectives for labour mobility and establish a common understanding of their existing capacities and future requirements to support the expected future growth in labour mobility participation for Tuvalu.
- Develop and implement a program of assistance to Tuvalu's Public Works, Infrastructure and Environment Ministry, Tuvalu Labour Office (TLO) and other in-country stakeholders to ensure effective engagement in Pacific Labour Mobility programs.
- Regularly undertake political economy analysis to inform program implementation.
- Facilitate linkages between Labour Sending Units, ministries, the Australian High Commission in Tuvalu, APTC, training partners and community groups to harness synergies between actors and programs that support growth of labour mobility in Tuvalu.
- Manage country-level planning and budgeting, incorporating needs analysis for Tuvalu's capacity development and institutional strengthening as required.
- Engage with local Ministry staff to implement initiatives to increase the supply of Pacific Labour Scheme and Seasonal Workers, in line with Tuvalu government plans and objectives, and to meet Australian industry demands.
- Facilitate improvement of quality of workers in the pool for deployment to Australia through the design and delivery of processes that support worker recruitment.
- Train local Ministry staff and other relevant stakeholders in these processes that support worker recruitment (point 7) and further build capacity of Ministries to move forward with the on-going program after the completion of this contract.
- Engage with Tuvalu's Public Works, Infrastructure and Environment Ministry and the Tuvalu Labour Office (TLO) team to actively lead annual planning, marketing, monitoring, reflection and learning to ensure they meet employer needs and worker welfare needs.
- Work closely with the PLF employer engagement team in Australia and Tuvalu Government to support marketing activities to enhance awareness of Pacific workers amongst eligible employers.
- Provide timely and regular update on employment forecast including newly approved PLF employer to ensure that the Tuvalu team is informed in advance for preparation of suitable workers.
- Facilitate connection between PLF approved employers and the employment teams to build relations and ongoing communications on worker preparations.
- Deliver training, either one-on-one or to large groups and facilitate workshops to SWP and PLS stakeholders.
- Support reintegration initiatives by leveraging connections with other DFAT funded programs and in-country networks.
- Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection.
- Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team.
- Participate as a member of the PLF team and contribute to planning and reporting activities.
- Engage with approved employers and returning workers to garner feedback for system improvements and utilise this knowledge to inform and assist Tuvalu stakeholders to be more efficient and effective.
- Establish mechanisms to ensure in country communication between the stakeholders allows for a timely and enough lead time in country for all stakeholders to fully prepare the workers for mobilisation.
- Review the current pool of workers for currency and identify those that are work ready and the vocations and industries to which they are best suited.
The Labour Mobility Engagement Manager - Tuvalu
will possess the following qualifications and experience:Essential
- Tertiary qualification in a relevant discipline, and experience working in a project/program management, and/or partnership brokering role
- A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results;
- Demonstrated ability to work autonomously with limited supervision;
- Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people;
- Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues;
- Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones;
- High level proficiency in Word, Excel, PowerPoint and web browsers;
- Ability to work to deadlines, and to balance competing priorities.
- An understanding of current issues in relation to circular labour mobility within the Tuvaluan context, including related policy and regulatory frameworks, and the ability to translate these to implementation;
- Experience in the design and delivery of training programs and/or facilitation;
- Understanding of best practice human resources and recruitment practices and can transfer this knowledge to work within a Pacific context.;
- Have experience and connections within the Australian fisheries, agriculture, aged care and/or hospitality industries and business community;
