Manager, Public Financial Management (PFM), Economic Growth Practice

Project Overview and Role
To manage and help lead Palladium's business development and technical delivery on projects, principally financed by USAID, that have objectives related to accountable economic governance and transparent mobilization and management of public resources. Work assignments for the position are expected to focus primarily on task orders issued under the Public Financial Management (PFM) II IDIQ, of which Palladium is a prime holder, but will also extend to other business development and technical delivery roles within Palladium's Economic Growth and Governance Practice. The role reports to the Director of Governance within the Practice.
The primary responsibilities of the Manager, PFM are related to business development and technical leadership, with the possibility for some project management in future.Business Development:
- Contribute substantially to the identification, assessment, and general positioning for new business opportunities, including those issued under the PFM II IDIQ, of which Palladium is a prime holder;
- Support go/no-go decisions, as well as teaming, staffing, and budgeting for on-going proposals in conjunction with capture manager, proposal coordinator, and other team members;
- Serve as lead writer and/or capture manager of technical proposals drawing upon economic governance and PFM expertise as applied to specific country contexts;
- Support technical approach design, including facilitation of storyboarding sessions and setting expectations on writing assignments among proposal team members.
- Conduct short-term technical assignments on topics such as inclusive policy dialogue, transparent revenue administration, budgeting, and expenditure management, and public sector capacity building, among other relevant topics;
- Provide technical input into the design, planning and delivery of international development projects for USAID and other international donors;
- Maintain and build relationships with partners and consultants that can provide technical expertise to Palladium-managed projects; and
- Provide thought leadership (writing blogs and white papers, conducting speaking engagements, etc.) and work with others to promote and market Palladium's technical capability.
- For assigned projects, interface with clients and other project stakeholders to plan, implement, review, and report as required;
- Support Project Directors in the performance management of project teams;
- Provide support to project work planning, budgeting, and progress/financial reporting;
- Manage partner organizations (such as subcontractors) on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes.
Minimum education and experience required, include:
- Relevant Qualifications
- Experience in international development, including familiarity with USAID and other international donors;
- Demonstrated expertise and professional network in PFM and economic governance, including hands-on field implementation experience in developing countries;
- Track-record of business development success, performing a variety of functions on proposal teams including capture management and lead technical writing;
- Preferred: consulting experience involving business development and/or project management for USAID contracts;
- Preferred: Fluency in one or more of the following languages: French, Arabic, Spanish.
Key competencies and professional expertise required:
- Strong technical writing and editing skills, and the ability to conceptualize project design and implementation in the field of PFM and economic governance;
- Familiarity with USAID and other donor-funded PFM and economic governance program design, implementation pitfalls, and innovative tools & approaches;
- Ability to work under tight deadlines, with multiple tasks and across time-zones;
- Excellent written and verbal communication;
- Sound problem-solving and decision-making;
- Well-organized with high attention to detail; and
- Ability to travel and work abroad.
