Project Overview and Role
Palladium is seeking a Monitoring, Evaluation, and Learning Director for the USAID/MOMENTUM 2B opportunity, a potential upcoming global project focusing on providing targeted TA to increase demand for and availability of high-quality MNCH/FP/RH information, services, and supplies by private providers, as well as expanding public-private partnerships. S/he will be responsible for ensuring overall technical excellence and efficacy of MEL approaches, oversee project evaluations and contribute to effective communication and dissemination of project results and lessons learned. This is a full-time position based in Washington, DC, with international travel required. The MEL Director will report to Project Director. This position is contingent upon award and funding.
o Develop and manage the project's MEL plan(s), results reporting, data use systems and activities, and the project evaluation strategy.
o Develop procedures for collecting, storing and reporting indicators, establishing baselines, measuring changes in status, attributing results to project activities, and assessing overall impact of project results.
o Lead the implementation and tracking of the project's theory of change and M&E framework, and establish the foundation of the technical approach and measurement system, as well as ensure alignment with goals and objectives linking processes with outcome measurements and desired impact, leveraging innovative measurement approaches, such as outcome harvesting and mapping.
o Develop and implement an evaluation strategy for the global project and country programs and work with staff and partners to undertake appropriate and insightful evaluations and assessments.
o Support and contribute to the development of flexible, adaptable and user-friendly measurements, learning, and knowledge management mechanisms with innovative data visualizations and dashboards to support results-based decision making, ensuring storytelling across the results framework, funding streams, etc.
o Ensure that project M&E meets international standards by supporting the development and implementation of quality assurance mechanisms and data quality audits, and documents lessons learned and best practices in M&E, according to USAID guidelines.
o Lead and manage technical review and ensure quality of project written communications; support the project management team in the production of the quarterly and annual reports and updates of the MEL plan results, including all reporting to clients.
o Support the institutionalization of a collaborating, learning & adapting (CLA) approach, fostering a learning culture, and facilitating evidence-based decision making and innovation.
o Manage budget and all related reporting for project MEL activities. Supervise MEL staff and engage and oversee partners working in MEL and evaluation.
o Ensure that the project is represented at relevant MEL and evaluation forums, events, conferences and other platforms for learning and sharing lessons and knowledge;
- Over 12 years' experience designing and implementing MEL activities and plans, with progressively increasing levels of responsibility in health projects related to MNCH/FP/RH or other related initiatives in developing countries, with at least 5 years of leadership experience, preferably for a global/regional project.
- Master's Degree or higher in public health, international development, or a related advanced degree preferred.
- Strong familiarity with USG environment, including USAID and PEPFAR, as well as M&E measurement approaches from UNFPA, UNICEF, and other agencies.
- Experience managing and mentoring staff with diverse backgrounds and cultures.
- Strong writing, editing, and communications skills in English.
- Fluency/proficiency in a second language relevant to a developing country context highly desirable.
- Ability to travel overseas up to 25% time.
