Project

Education Pathways to Peace in Mindanao (Pathways) is a $90 million Government of Australia investment to improve the delivery and quality of education in conflict-affected areas of Mindanao. Pathways intends to contribute to peace-building by addressing inequity and disparity in participation and performance in basic education. The Program will focus on supporting improvements in the participation and performance of learners at the early grade levels (Kindergarten to Grade 3), in teacher education and development, and in the development of context-appropriate curriculum.

Role

The Program Lead (Technical) is part of Pathways senior management team, with accountability for ensuring effective oversight, coordination and leadership of program technical functions, and the delivery of a coherent technical strategy and implementation plans, aligned with the programme results framework and implementation principles. He/She will bring knowledge and understanding of the education sector, as well as governance and accountability processes, ideally in fragile, conflict or transition settings. He/She will have experience programming and delivering in adaptive programming, taking into account a rapidly changing context and responsive to continuous political economy analysis.

The role will include managing a team of Technical Lead Advisors (Curriculum, Learning and Delivery; Teacher Development; Policy and Planning; Institutional Strengthening; Governance and Conflict). He/she will ensure a coordinated and strategically coherent body of technical work is being carried out by these advisers and other short term specialists or partner organisations working on Pathways technical delivery.

Responsibilities

Duties: Under the direction of the Team Leader, Program Lead (technical) will:

1. Be the overall in charge of continuing PEA and PEG analysis and ensure the technical program is responsive to these findings.

2. Lead on the development, implementation and ongoing review of the program technical strategy and contribute to other key program deliverables such as the Six-Monthly Progress Report and Annual Work Plan and budget.

3. Oversee and direct the work of the Technical Lead Advisers and short-term technical specialists to ensure the work of all is aligned with the technical strategy, results framework and annual workplan, and is informed by the program's delivery approach and implementation principles.

4. Working closely with the Team Leader, lead on engagement with stakeholders on technical matters, including overseeing Pathways' support for Technical Working Groups, provision of technical assistance and organising of lessons learning, consultation and participatory planning sessions. This will require a politically sensitive approach that will maintain Pathways role as an objective, politically neutral and trusted adviser to all stakeholders.

5. Working closely with the Lead Technical Advisers, ensure that project technical assistance needs are identified, suitable scopes of work are developed, and technical assistance contracts drafted, executed and monitored, consulting with the program management and MEARL teams to ensure compliance with the program results and performance frameworks and operational policies.

6. Provide oversight to the Pathways Lead Technical Advisers team in undertaking facilitation, capacity development and institutional strengthening activity through embedded and other forms of support, ensuring this is driven by stakeholder priorities and needs.

7. Appraise the quality of all technical deliverables, from the design and commissioning stage (if done through partners or consultants) through to quality assurance and approval of final deliverables, working closely with the responsible Lead Adviser, and ensuring aligned with program management and monitoring and evaluation systems.

8. Lead on the development of certain technical deliverables, as agreed with the Team Leader, such as policy papers, lessons learning reports and briefings.

9. Play a key role in the design and delivery of Quarterly Strategic Review meetings designed to review program progress, emerging results, and data and evidence from research and learning activities, to inform ongoing planning and decision making, in line with Pathway's politically smart, adaptive management approach.

10. Provide technical support to the management of Pathways Responsive Innovation Fund (RIF) and Responsive Advisory Fund (RAF), such as contribution to the development of terms of reference, concept notes and proposals, ensuring that activities identified for funding under either mechanism contribute to overall technical strategy implementation and learning.

11. Support the Team Leader and Program Manager in ensuring that proper action is taken to maintain timely, quality and cost-effective implementation of plans, including activity component budget analysis and risk management.

12. Provide performance management, coaching and mentoring support to the team of Lead Technical Advisers, encouraging a culture of knowledge sharing, learning and results-based delivery that is flexible and adaptable to the evolving external and internal program context.

13. Promote team work to ensure that the technical elements of the program are integrated with other pillars, including MEARL, program management, RIF management and communications, and are compliant with all relevant policies and frameworks, including safeguarding requirements.

14. Other tasks assigned by the Team Leader.

Requirements

The following are required or desirable attributes in terms of skills and experience needed to carry out this role successfully.

Required
  • Demonstrated senior level professional management and technical advisory experience in an international development or public sector reform program;
  • Demonstrated in-depth experience of working on education and/or governance reform;
  • Demonstrated senior level experience successfully managing diverse and talented staff and a proven track record in motivating staff, delegating responsibilities, facilitating team work and collaborative efforts to achieve the program outcomes;
  • High level analytical skills to guide program activities in dynamic and complex settings, with an ability to operate flexibly, adaptively and in a politically smart manner. Experience of using adaptive management and political economy informed program management and technical approaches is necessary;
  • Demonstrated ability to work collaboratively with counterparts, partners and stakeholders to achieve outstanding results;
  • Excellent writing skills and demonstrated ability to produce high quality reports and program technical deliverables in a timely manner;
  • Demonstrated proficiency in client management and coordination with multiple stakeholders and ability to engage in a sensitive and political astute manner. Experience in a conflict or transition setting would be highly desirable, with experience of Mindanao a benefit;
  • Decision-making ability and judgment based on significant technical and management experience;
  • Results focused attitude, with demonstrated ability to ensure that technical deliverables are aligned with overarching strategic and results frameworks;
  • Proven problem solving, analytical and evaluative skills;
  • Effective interpersonal communications in a wide range of team, client and stakeholder contexts and high levels of professional integrity;
  • Ability to travel in all project areas;
  • Fluency in English.
Desirable
  • Proficient in use of MS Office;
  • A degree or similar level qualification in a relevant topic such as international development, public sector reform, social sciences or education.
