USAID-Funded Project SOAR
Palladium is a partner on Supporting Operational AIDS Research (Project SOAR) funded by USAID and managed by Population Council. Through Project SOAR, Population Council and partners are conducting HIV and AIDS operations research around the world to identify practical solutions to improve HIV prevention, care, and treatment services. This collaborative five-year program helps strengthen the skills of local research institutions and individuals to conduct and use high-quality research to improve programs and policies, and ensure more efficient and effective delivery of critical services.

Project Overview
Palladium is currently seeking an experienced Technical Project Manager to support its work through Project SOAR in eSwatini. In eSwatini, the Client Management Information System (CMIS) is an electronic health record system that improves patient care by improving data quality and access, reducing duplicated cases within the system, and improving patient flow and wait times within the clinic. The CMIS is implemented by the Ministry of Health with support from the Institute for Health Measurement (IHM). Currently, IHM is developing an enhanced version (2.0) of the CMIS and requires additional software development support. Working directly with IHM, the SOAR Project Management consultant will project management and administrative to develop the CMIS. The Project Manager will work with the team to plan and develop the CMIS 2.0 based on requirements that are both existing and emerging.

Responsibilities

Period of Performance and Reporting
The period of performance will be for six months, starting in October 2018 and involve 100% level of effort. The consultant will be based in IHM's office in eSwatini with regular collaboration with in-country stakeholders and remote collaboration with Project SOAR counterparts. The consultant will receive daily oversight from the IHM CMIS Lead and will directly report to Palladium counterparts through routine reports and agreed upon deliverables.


Consultant Responsibilities
In this highly visible position, this consultant will contribute to the MoH's innovative efforts to transform Swaziland's health landscape through the use of information systems. The Senior Software Developer will rely on previous project experience, reference architectures, and with guidance from product management to produce technologically sound applications. The Project Manager will oversee the development of the CMIS, providing management support to the entire development team during the solution development process. In order to succeed, s/he will need to be comfortable juggling several projects at once and handle the occasional quick turnaround.

The Project Manager's specific responsibilities and duties are as follows:
  • Work closely with the IHM CMIS Lead and project management team to develop a comprehensive plan for the development of the CMIS 2.0.
  • Manage the software development life cycle for multiple, integrated components, mobile applications, APIs, interoperability layers, and dashboards.
  • Responsible for estimating development efforts, delegating development tasks, and monitoring the development and implementation, while following software development best practices.
  • Build the capacity of MOH HMIS Unit to manage software development and establish processes for evaluating and integrating change requests while supporting users.
  • Solve complex technical problems that arise throughout the project using creative and results-oriented outside the box thinking.
  • Hold agile team reviews for software design components including coding, code documentation, unit testing, and debugging.
  • Serve as the focal point for all activities and be accountable for delivering the project on time, meeting all project requirements and meeting or exceeding client expectations.
  • Participate in program evaluation and any other activities as assigned by M&E Officer.
  • Other responsibilities as assigned.

Requirements

  • At least eight years of professional experience managing health informatics projects or related field. This should include at least five years specialized experience in product management, including business analysis and requirements engineering.
  • Degree in Computer Science, Software Engineering or equivalent (Advanced Degree preferred; relevant experience may be substituted).
  • At least five years of experience managing a team and software throughout the development lifecycle in an Agile development environment
  • Ability to take direction to iteratively define and implement solution as requirements are being identified and finalized.
  • Experience performing systems analysis for systems that cross multiple components and impact multiple systems.
  • Experience with front- and back-end web-based applications and familiar with various web service technologies and MVC framework.
  • Possess technical writing skills and ability to review work products such as: Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications.
  • Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically challenging environment.
  • Excellent leadership, management, coordination, interpersonal and teamwork skills.
  • Excellent communication skills (Email, Skype, GoToMeeting, Microsoft Lynx).
  • Experience managing projects with JIRA and knowledge of Confluence and Bitbucket.
