Project Overview and Role

Background

The Investment Mobilisation for Prosperity and Catalytic Transformation (IMPACT) Programme is a 4-year DFID funded programme aiming to support and enhance the impact investing ecosystem.

The IMPACT programme will provide technical assistance and grant funding to organisations aiming to unblock the constraints preventing impact investing from scaling in Sub-Saharan Africa and South Asia. From 2019-2023, DFID expects to spend up to ?24.1 million on grants and technical assistance to accelerate the market for Impact Investing.

Job Overview

The Regional Partnership Manager will be responsible for representing the IMPACT programme in their assigned region, liaising with stakeholders, lead on outreach and communication activities to support grantee identification and portfolio development, providing support to aspiring and existing partners to ensure the IMPACT funding mechanism operates smoothly. This will include supporting (potential) partners with; funding applications, intervention design and budget development, monitoring, reporting, evaluation and learning (MREL) and compliance reporting. As the first point of contact for partners in the region, the role is also expected to include a networking and communications component.

The position will ideally be based in Palladium's office in Pune, India however applicants based elsewhere in India and South Asia will be considered. The IMPACT Programme has a small, global team, making this role a great fit for a self-starter looking to make the role their own and take on new responsibilities.

Responsibilities

Responsibilities and Duties

Fund applications
  • Guides and facilitates fund applicants in the development and preparation of concept notes and proposals, to include budgets, documentation, and interpretation of funding requirements;
  • Analyzes and evaluates contract and project budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, taxes, materials and activities, in line with DFID Value for Money requirements;
  • Serves as a central negotiator and liaison between the IMPACT programme and applicants; researches, drafts, and approves formal responses to requests for proposals, quotation, contracts, and agreements; and
  • Analyzes and evaluates awarded proposals, contracts, and subcontracts for compliance with DFID requirements.

Reporting
  • Guides and facilitates partners in the development and preparation of quarterly technical and financial reports in compliance with DFID reporting requirements;
  • Supports partners to monitor and evaluate the impact of their projects in accordance with the MREL system of the Programme;
  • Liaises with the IMPACT programme team regarding progress of their projects, in particular with milestone delivery; and
  • Supports partners to prepare knowledge and communications materials and present learnings in annual learning events, where relevant
Ongoing Support
  • Serves as the ongoing first point of call for questions or issues arising from partners. Escalates issues or identifies support from elsewhere in the team to provide quality support to the partner, in order to maximize the impact of the programme's intervention; and
  • Coordinates receipt of awards and contract documentation; maintains proposal and funding records in database systems, and prepares scheduled and special reports, studies and analyses.
Communication
  • Participates in calls and events with the region in question (Sub-Saharan Africa or South Asia), either to promote the IMPACT programme in order to receive fund applications, or to share programme learnings.
Other
  • Participates and/or assists in special projects, and performs associated administrative duties, as assigned;
  • Participates in annual in-person learning events and retreats either in Europe with the rest of the team or in the region; and
  • Performs miscellaneous job-related duties as assigned.

Reporting
The Regional Partnership Manager will report to the Deputy Team Leader.

Requirements

Qualifications

  • Bachelor's degree, with preference for accounting, business administration, finance, or related field. Master's degree an advantage.
  • Experience in project management, grants management / administration or equivalent.
  • Experience in partnership development and relationship management.
  • Organizational and prioritization skills, and the ability to independently manage and perform tasks.
  • Financial administration skills, with a high level of attention to detail.
  • Strong interpersonal and communication skills, both for working with applicants/grantees and for remote collaboration with the rest of the programme team.
  • Strong written and verbal language skills.
