Project Overview and Role

Reporting Officers for consultancy contracts within the Humanitarian & Stabilisation Operations Team to be deployed and work within Whitehall, Wesminster.

What is the Humanitarian and Stabilisation Operations Team?
The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Governments Stabilisation Unit (SU) with stabilisation support.

Humanitarian Database:
The Humanitarian and Stabilisation Operations Team (HSOT) maintains a database of humanitarian experts to provide skilled consultants to DFID.
The database comprises highly competent humanitarian professionals who can network effectively and work across a range of humanitarian disciplines and in collaboration with UK Government Departments, other humanitarian agencies, governments and authorities at country level.

Consultants are contracted by Palladium International Ltd to work alongside Civil Servants and to represent the UK Government when required.
HSOT will match assignment terms of reference to consultants' profiles. Matched consultants are contacted to verify interest and availability. Consultants may be selected in consultation with DFID colleagues.


Main Job Purpose:
Collect, collate and present humanitarian information.

o Reporting officer responsibilities may include:
o Monitoring media and official sources of information to collect crisis data.
o Working with adviser(s) to track emerging trends.
o Maintaining working level contacts with agencies and collecting/sharing information (e.g. embassies, UN, Red Cross, NGOs and DFID personnel).
o Managing electronic and hard copy map resources.
o Producing and managing contact lists of key personnel.
o Maintaining who, what, where databases.
o Maintaining critical information libraries and databases.
o Data storage and retrieval using DFIDs electronic filing system
o Preparation of briefing packs for staff.
o Reporting including sitreps, analysis, and briefings, for DFID and CHASE OT management.
o Contributing to Private Office briefings, drafting responses arising from Parliamentary Questions, MPs letters and Public enquiries.
o Preparing and delivering PowerPoint presentations.
o Maintaining and updating information boards.
o Supporting the UK response strategy development


Essential Qualifications, skills and experience required:
o Degree level education in a relevant subject
o Substantial and demonstrable practical experience of working in a humanitarian operational environment, ideally experience of working in both a head office and field environment
o Proven experience of providing humanitarian information management and reporting during rapid onset humanitarian crises, including surveying and monitoring key information networks, developing and utilising multiple sources to provide information, and developing information products as appropriate to different audiences.
o Proven research and analytical skills
o Excellent networking and representational skills at all levels, including Government, UN and NGOS
o Exceptional organisational and prioritisation and ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
o Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses.
