Project Overview and RoleThis position would support the Monitoring and Evaluation (M&E) and knowledge management (KM)needs of Palladium?s health projects. Specifically, the person in this role would serve as the M&E/KM technical lead for the USAID-funded HSR and HFG Projects. HSR?s goal is to foster a strengthened, reformed, and increasingly self-reliant Afghan health system prepared for the decreased donor support anticipated over the coming decade. The HSR Project acts as a resource and a catalyst to Afghanistan?s Ministry of Public Health and other government entities as it considers and implements critical sector-wide reforms that will be required to make the system more resilient and sustainable. The HSR Project will primarily focus on governance, health finance and human resources for health. The Jordan HFG Project?s goal is to improve health sector sustainability and resiliency in Jordan through increasing spending efficiency of public resources for health in support of Jordan?s universal health coverage (UHC) goal and strengthening health sector governance to more effectively coordinate, plan, manage, and monitor the health system.
The Sr. Associate ? M&E and KM has overall responsibility for M&E and knowledge management activities on these projects. Primary responsibility will be to assist country teams to monitor progress against the projects? Performance Monitoring Plans (PMPs), M&E plans and other project milestone/deliverables/ approved plans and ensure all plans are successfully operationalized. The Sr. Associate will also analyze project data; draft input to and/or review M&E technical documents; lead or assist with managing and outsourcing any specific studies or M&E/KM activities; and develop evidence-based products (studies, reports, briefers, slide decks) to document project progress and learning for various audiences; and provide overall M&E/KM capacity building support to the country teams.
This position may also provide M&E support for other projects and assist with proposal development for new business initiatives as requested.
This is a full-time position based in Washington, DC and reports to the Project Director. The incumbent will be involved in the monitoring, evaluation, research, knowledge management and M&E/KM capacity building aspects of health practice projects.
ResponsibilitiesMonitoring and Evaluation
?Provide overall project backstopping M&E technical support and research assistance to the project for M&E activities
?Using Palladium?s M&E tools and approaches (and developing new ones, when necessary), work closely with project staff in country, especially M&E Directors, to design and manage project performance monitoring and ensure that appropriate data is collected, verified, analyzed, reported on and incorporated into programmatic decision-making and planning per the Performance Monitoring Plan (PMP).
?Provide regular analysis of project data to feed into adaptive management/regular strategy reviews of the project to determine what's working and what's not.
?Support and provide oversight to the design and establishment of project monitoring and evaluation systems to collect the appropriate information needed for program design, effective internal management, and periodic and ad hoc reporting to USAID and HQ inquiries.
?Support the development of and advise on enhancements to M&E systems and adherence to developed organizational protocols and data quality standards for internal quality control.
?Provide advice and support to the M&E country teams in the collection of data and entry into relevant reporting sites, such as TraiNet, Mission information systems, etc. Conduct periodic checks and ensure the accuracy of data and assist in reviewing any reports from these systems.
?Provide oversight and training to local staff as needed to support project activities focused on M&E, including support to ministries and local project partners; identify areas for improvement and strengthening of project-supported M&E processes and existing tools.
?Work closely with project staff to develop and oversee research studies, including preparation and review of materials, scopes of work, protocols and ethical approvals, programming of training for data collectors, management of data collection firms (as needed), and regular monitoring and follow-up.
?Monitor formal project indicators and progress towards meeting goals; regularly review PMP sections of quarterly, semi-annual and annual reports to USAID.
?Assist with retrieving needed journal articles and assist the project staff with research/literature reviews;
?Assist staff to document / write success stories, case studies
?Assist with/lead M&E sections of proposal development for new business initiatives as requested
?Represent the project and company at technical events and with others in the professional community as requested.
?Performs other related duties and responsibilities as assigned.
?In coordination with project staff, contribute to the design and implementation of the project?s knowledge management strategy.
?Help develop, support and advise on mechanisms, platforms and other electronic approaches that promote information sharing.
?Be responsible to staff to routinely develop KM products
?Promote and build capacity to develop high quality knowledge, information and standard documents maintained in the project?s knowledge management repositories.
?Assist with development of journal articles using project data.
?Help identify arenas to promote and share project experiences and promote dissemination of project activities and accomplishments.
RequirementsMPH or MA in international development, international relations, public policy, or related field. Must be willing to travel to Afghanistan, Jordan and overseas in general.
?Familiarity with USAID-supported projects (experience with Central Asia and Middle East a plus)
?At least 8 years of experience in M&E in international health and/or other social sectors required
?Experience in monitoring and evaluating activities in health finance, governance, human resources for health and/or public-private partnerships (PPPs) desirable
?Strong organizational and administrative skills with high capacity for attention to detail required
?Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research, SPSS and/or Stata)
?Ability to multi-task and keep track of concurrent activities and deadlines
?Excellent writing and communication skills
?Experience overseeing M&E technical subcontractors and/or consultants a plus
?Inquisitive and proactive
