Senior Technical Advisor, Informatics - Haiti

Project Overview and Role

The Data Informatics and Analytical Solutions (DIAS) Practice is seeking a Senior Technical Advisor to provide senior leadership, management oversight, and coordination to selected projects among a global and diverse set of practice areas, including health, agriculture, and monitoring and evaluation. The DIAS Practice is a dynamic and innovative group with talented and passionate members working toward the goal of improving informed decision making and implementation efficiency of international development projects.

The Senior Technical Advisor will provide mHealth, eHealth, and informatics expertise for projects and business development activities in support of CDC, USAID and other international donors for funded programs globally. This position is based in Port Au Prince, Haiti and entails approximately 30% overseas travel.

The Senior Technical Advisor will be responsible for providing technical support ensuring headquarters and country informatics projects are functioning effectively and meeting requirements. Additionally, the Senior Technical Advisor is responsible for coordinating in the system analysis and design of informatics' projects, interacting with developers in the field and assist with business development activities. The Senior Technical Advisor will provide technical expertise in software development, software project management, strategic information, eHealth, mHealth and software modelling for projects across a wide array of programmatic and thematic areas. The Senior Technical Advisor will work closely with operations and other program staff to ensure that program activities are well implemented and sufficiently documented.

Responsibilities

The primary responsibilities of the Senior Technical Advisor, Informatics are

Project Management:
  • Act as Project Director on assigned projects
  • Support Project Directors in the ICT performance management of Team Leader and project teams
  • Act as Project Manager and Lead for software development projects
  • For assigned portfolio projects, interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested
  • Provide support to project work planning, budgeting, progress and financial reporting
  • Provide technical support to projects at all stages
  • Manage partner organisations on the contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes
  • Identify corporate risks with Project Operations team and support implementation of risk
  • Identify project performance and contract issues and support their timely resolution
  • Assume management responsibility for these tasks when delegated to do so

Business Development:
  • Support the strategic approach to business development through coordination of research on issues, countries, clients, partners and competitors and market intelligence gathering
  • Support  the development of new and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle
  • Assist with thee identification, assessment and pursuit of new business opportunities, contributing to the analysis of our prospects for winning opportunities
  • Prepare and lead in the preparation of capability statements/expressions of interest, technical and financial proposals

Providing Technical Input/Sector Expertise:
  • Provide technical input into the design, planning and delivery of projects, particularly software development projects
  • Work with the in-country counterparts to oversee the development and implementation of various global Informatics projects, including activities such as strategizing informatics approach, requirement analysis, stakeholder engagement, and capacity building
  • Lead the high level design and development of new technology innovations, and strategize the quality assurance of software products and tools developed
  • Provide advice and/or consult on approaches to implement potentially complicated management, operations, and programmatic technical issues within the Practice area
  • Devise and recommend methods and procedures to improve organizational efficiency and effectiveness inclusive of developing and maintaining ICT SOPs for processes within the organization
  • Formulate new technology partnerships and collaborations, strengthening relationships for country ownership of projects
  • Represent Palladium at international meetings, ministry level events, institutions, agencies, and stakeholders; sharing information and updates
  • Provide support to monitor and quality assure Palladium's services
  • Identify, build, and maintain relationships with consultants and partners who can provide technical expertise
  • Work with the Practice Area Leader and Practice Director to promote and build Palladium's technical capability

Reporting requirements
The role reports to the Practice Director, Informatics. Reporting requirements include:
  • Attendance at all weekly and/or management team meetings
  • Regular updates with your manager
  • Monthly submission of assigned project forecasts and activity reports
  • A monthly update on the status of your performance and revenue, as well as any other important areas of concern
  • Exception reports as and when required
  • Inputs into the Business unit's Quarterly reports as required
  • Any other reporting request as requested by your manager


Relationships
  • The role will form part of the International Development portfolio, Americas region
  • The role will be required to liaise closely with Team Leaders, Senior Managers, other employees, Professional Service Providers, and Donor Agencies
Authority levels
  • Compliance with corporate delegated authorities
  • Appropriate consultation with manager regarding important decisions involving your areas of responsibility
  • Formulation of sound, evidence-based recommendations relevant in your areas of responsibility to the Practice Director, Informatics

Requirements

Minimum education and experience required
  • Master's degree in health informatics, information systems, business or public health
  • Minimum of 12 years informatics related work experience
  • Software development project manager experience with minimum of 3 software development life cycles in agile and waterfall environments
  • Minimum of 4 years of government client project management and business development experience that includes management of one or more projects including experience in start-up and closeout
  • Minimum of 4 years of experience in working in a developing country or in a project based environment
  • Experience contributing to or managing at least 4 successful major bids (including each of or a combination of structuring bid financials, team selection, drafting technical response and partner negotiations

  • Ability to conceptualize and write a bid proposal or project report

  • Willingness to travel and work abroad a minimum of eight weeks per year in developing countries and elsewhere
  • Prior experience working with USAID and familiarity with USAID program cycle, policies, guidance and regulations specific to informatics
  • Experience designing, developing, testing, and implementing information and data management systems
