Project Overview and Role

This job description is for a team lead position for a performance evaluation under the Palladium Group & MSI's co-implemented E3 Analytics and Evaluation Project, which supports the design and implementation of rigorous evaluations for USAID's Bureau for Economic Growth, Education, and Environment (E3). This evaluation is commissioned by the Office of Global Climate Change in the Bureau for Economic Growth, Education, and Environment of the United States Agency for International Development (USAID/E3/GCC) and will examine climate services (CS) investments funded by USAID's climate change adaptation budget since 2012.

USAID invests in activities to support CS across the developing world, working to build resilience to weather and climate variability as well as support long-term planning in the face of climate change. The evaluation will identify lessons learned across different USAID CS investments and projects in partner countries and draw out successes and challenges for interventions along the CS value chain. These lessons learned will increase the understanding of past and ongoing interventions to inform future climate service programming and how they contribute to broader climate change programming, and provide insights that may inform decisions around scaling up CS activities.

Palladium is seeking a team leader to oversee the design, implementation, and reporting activities for the CS evaluation in close collaboration with the Palladium team. The team leader should have extensive experience leading evaluation teams and designing and implementing mixed-methods evaluations for USAID or similar international donor agencies, ideally related to climate services. It is preferred that the team leader has a general familiarity with information and communication technologies for CS in the international development sector.

Responsibilities

  • The team leader will be primarily responsible for the quality of the evaluation design and its execution.
  • The team leader will be responsible for the drafting of all evaluation deliverables. They will lead the design and implementation of all evaluation activities based on the approved evaluation design proposal.
  • Supervise evaluation team members in carrying out required design, data collection, and analysis tasks.
  • Ensure that evaluation processes and products meet the requirements and quality standards of Palladium and USAID.
  • Oversee and conduct desk research and provide inputs to inform required evaluation design documents.
  • Lead the drafting and finalization of the evaluation design proposal including: data collection instruments, data collection and analysis plans, work plans, sampling plans, and other relevant sections.
  • Participate in the identification and selection of evaluation team members.
  • Carry out and oversee research and analysis based on the approved evaluation design and methodology. This may include reviewing and analyzing secondary documents, conducting key informant interviews, facilitating group discussions, supervising data collection activities, analyzing implementation data, and other approaches to collect and analyze data, including ensuring necessary mechanisms for data quality assurance.
  • Lead an internal findings/conclusions/recommendations workshop with the Palladium team prior to drafting the evaluation report.
  • Serve as lead author for drafting and finalizing the draft and final evaluation report; including responding to comments from Palladium and USAID.
  • Lead presentations to USAID regarding findings, conclusions, and recommendations from the evaluation.

Requirements

  • The team leader should have a minimum of a master's degree in a relevant discipline with a minimum 8 years of relevant experience, at least five years of experience conducting performance evaluations.
  • Familiarity with information and communication technologies for CS in the international development sector.
  • Demonstrate expertise with qualitative and cases study research methods for data collection and analysis and extensive experience conducting key informant interviews and facilitating focus group discussions.
  • Proven evaluation team management and leadership experience, including directing overseeing data collection teams.
  • Understanding of USAID's objectives, approaches, and operations. Sound knowledge of USAID program cycle and extensive familiarity with USAID evaluation policy and relevant Agency guidance.
  • Native or near-native fluency in English including speaking, writing, and reading.
  • Outstanding analytical and report writing skills.
  • The ability to travel if required
