USAID’s ProtectHealth project is a five-year (2019-2024) health financing policy project implemented by Palladium. USAID’s ProtectHealth supports the Government of the Philippines (GPH) in implementing the UHC Law by addressing key health financing bottlenecks that impede program implementation and reduce the level of financial risk protection. In collaboration with other USAID implementing partners, USAID’s ProtectHealth will support GPH to enhance access and financing to meet key FP and TB outcomes while realizing its goal of achieving universal health care. USAID’s ProtectHealth will build GPH capacity through different workstreams, which include the designing, improving, implementing, and communicating NHIP benefits, including but not limited to packages for FP, TB and primary care.
Terms of Reference
The USAID ProtectHealth project will engage a sub-contractor (firm, i.e., group of individuals, or an individual) to assist PhilHealth in developing a strategic communications framework, designing related strategies and activities, and crafting messages and materials for communicating National Health Insurance Program (NHIP) policies and benefits for implementing the Universal Health Care (UHC) Law. The sub-contractor is required to work closely with PhilHealth staff to properly align communications interventions with priorities and policy directions. In addition, the sub-contractor shall ensure that the development and implementation of various activities involve PhilHealth staff to ensure knowledge transfer and capacity building.
