Health Policy Plus Project - Conduct pilot implementation of the Philippines National Health Expenditure Survey (NHES)
The USAID-funded Health Policy Plus Project (HP+), in partnership with the Philippine Department of Health – Health Policy Development and Planning Bureau (DOH – HPDPB), seeks to conduct a national-level pilot survey consisting of linked household-level and health facility-level surveys to gather quantitative data on the utilization of healthcare services, including how much is spent for the use of the chosen services and how households finance these healthcare expenditures. Results from the pilot study will inform the first round of the Philippines National Health Expenditure Survey (NHES), which will be implemented by DOH-HPDPB in late 2018/early 2019.
Palladium International, LLC, on behalf of HP+, is seeking a Filipino research institution to support the design and pilot implementation of the NHES. The research firm will be engaged to conduct a pilot survey of 10,000 households and the health facilities they used from July 2017 to June 2018. As the main purpose of the pilot testing is to identify whether the questionnaires and sampling approach as designed will work given the context in the Philippines and yield the information required for policy decision-making, a thorough review of the pilot experience is required. The research firm will provide recommendations for revising questionnaires and approaches to HP+ and DOH-HPDPB based on experiences and lessons learned from implementation of the NEHS pilot.
The selected research institution will work collaboratively with DOH-HPDPB staff and local consultants in Manila, as well as HP+ headquarters staff in Washington, DC. Only firms located in the Philippines that are familiar with the healthcare system and large-scale survey methods will be considered. The selected firm must be available to meet in Manila with HP+ NHES activity leadership for subcontract negotiation and activity launch during the weeks of May 28th and June 4th, 2018.
