Project Overview:

The E3 Analytics and Evaluation Project is a contract that has been recently extended for another two years after an initial five-year run, with current end date of September 30, 2020. The purpose of the contract is to support technical sectors in USAID's Economic Growth, Education, and Environment Bureau (E3) and provide a vehicle for rigorous evaluation and analytic services in order to support Mission accountability and the needs of Mission Technical Offices. The project plans and executes rigorous impact evaluations. In addition, evaluation design support including consultations, concept paper development and/or 'in country' scoping is carried out for other evaluations, some of which may be performance evaluations. The project also conducts project design activities that may include literature reviews, logistics pilots, needs assessments, uptake surveys, and other studies to support USAID project or program design efforts.

The study will investigate AEC capacity levels in each country, identify the regulatory environment around codes and standards for construction activities, processes and barriers to monitor and enforce these regulations, and other related issues. The study is also expected to examine how city managers address shocks (e.g., conflict, weather, natural disasters) and population shifts which create internally displaced persons (IDPs), existing strategies involving infrastructure to mitigate these shocks, options for multifunctional buildings to address IDPs, and potential areas for future USAID programming to address these issues. The goal of the study is to create a scalable tool and model that will allow USAID to improve AEC project outcomes while simultaneously providing infrastructure that can mitigate the effects of various shocks.

Responsibilities

Position Summary:

Palladium is seeking Logistician to support the evaluation team. The Logistician will have experience in one of the key sector areas:

Responsibilities:
  • Advise the evaluation team on local context and culture for interviews, field work, and other interactions that would facilitate data collection.
  • Coordinate and manage appointments for meetings, interviews, etc for the evaluation team.
  • Make logistical arrangements for in-country hotel accommodations, transportation, etc.
  • Support the evaluation team during data collection as requested by the Evaluation Team Lead.

Requirements

Qualifications:
  • Must be fluent in English, Filipino, and Spanish.
  • Must have at least a Bachelor's Degree.
  • Minimum 2 year's experience in administration and logistical management.
  • Excellent organizational and coordination skills.
  • Familiarity with USAID evaluations or USAID donors preferred.
