USAID’s Economic Competitiveness Project (ECP) is a project designed to increase the competitiveness of El Salvador's key economic sectors by strengthening the capacity of micro, small and medium-sized enterprises (MSMEs) to compete in domestic and export markets; improving the national and subnational business environment; and boosting private sector investment, innovation, and business expansion to foster economic growth and job creation.
Within the framework of improving the business environment, the ECP has been developing efforts to streamline construction procedures and permits as a key aspect for investment promotion. It has supported the Construction Window promoted by the Secretariat of Trade and Investment and the design of a new regulatory, institutional, political-strategic, and technical-operational governance framework based on a new entity responsible for and coordinating the issue at the national level.
In this context, this consultancy seeks to hire a company to carry out a technical, financial, and economic feasibility study for the operation of a Construction Procedures entity.
• Legally constituted company, with verifiable experience of at least 5 years in the development of technical, economic, and financial feasibility studies for service provision initiatives for the private sector.
• The technical team is required to have at least:
Specialist in the design of Technical, Financial and Economic Feasibility Studies
o Experience and knowledge equivalent to a master’s degree in business administration, economics, financial management or other relevant discipline.
o Experience of at least 7 years in the development of project feasibility studies, budgeting and/or project management, short- and medium-term financial plans, and risk mitigation plans.
o Demonstrated familiarity with accounting for public institutions in El Salvador.
Specialist in construction permits
o Knowledge of Civil Engineering, Architecture, or related career.
o Master's degree in areas related to construction, territorial development, or urban planning.
o International experience in the field of construction permits.
o Familiarity with construction procedures at a national level.
The Team must have an excellent oral and written fluency in Spanish and English; excellent report writing and oral communication skills, including the preparation of memos and presentations for high level decision makers.
Ability to work in a coordinated manner with multidisciplinary teams.
