The USAID Economic Competitiveness Project (ECP) seeks to increase the competitiveness of El Salvador's key economic sectors by strengthening the capacities of MSMEs. ECP is developing activities to strengthen our strategic partner, the Secretariat of Trade and Investment of El Salvador (SCI).

The objective of the consultancy is to design an effective, efficient, articulated and coordinated institutional structure for the processes of investment promotion and facilitation in El Salvador.

The ECP Project will support the Secretariat of Trade and Investment (SCI) in hiring a company to define the different stages of investment promotion and facilitation. The company will consolidate the inter-institutional coordination processes, based on the guidelines established in the Trade and Investment Policy of El Salvador 2020-2050, to define the roles and functions of all institutions involved in the process of investment promotion and facilitation.

Place of implementation: El Salvador

The company is required to have the following profile:

• Salvadoran or international company legally established
• Verifiable experience in the development of at least 3 projects of review, design and/or implementation of organizational and functional schemes to create the institutional framework for public policies.
• Verifiable experience in at least 3 projects related to the design and implementation of trade and investment policy institutions.
• Knowledge of the Salvadoran economy and society.
• International companies are required to have a local counterpart (Salvadoran consultant)

The technical team must have a lead consultant and a maximum of 2 support consultants who meet the following areas of expertise:

For the lead consultant:

• At least 10 years of proven experience in executing projects of investment promotion, promotion, and investment facilitation.
• At least 3 projects executed in modernization processes of public management and the review, design and implementation of organizational and functional schemes.
• At least 5 years of experience managing multidisciplinary groups.
• Bilingual (English / Spanish).

Support consultants (maximum 2):

• At least 3 years of proven experience in the design of trade and investment strategies.
• At least 5 years of proven experience in public management in the field of investment management, promotion, and facilitation.
• At least 5 years of proven experience in the design and evaluation of organization charts and function manuals of public institutions.
• At least 5 years of proven experience in public management modernization projects.
• At least 5 years of proven experience in the planning, design, and implementation of public management systems.
