Feasibility Study of Energy Access and Productive Use of Energy In Indonesia’s Remote Villages

MENTARI (Menuju Transisi Energi Rendah Karbon) is a four-year programme that was officially launched in July 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy.

Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion while helping to mitigate climate and environmental impacts.

MENTARI is looking to support the private sector investments in remote area energy access projects throughout Indonesia. It is well understood that feasibility studies of energy access projects typically revolve around meeting the requirements of donor agencies. These may include social and environmental safeguards, financial modelling to measure economic internal rate of returns, and other indicators. What is missing is a feasibility study that can create confidence in private sector investors and lending institutions to provide non-recourse funding for these projects.

To provide a derisking instrument for private sector investors, MENTARI is funding the feasibility study activities for five locations throughout Indonesia that has had preliminary site visit performed and has the support of a potential equity investor in the project.

The result of the feasibility study will be assessed by MENTARI and the potential equity investor and will be used to assess the investment viability of these projects.

A clarification response will be shared with interested supplier and published on Palladium website on 12 November 2021.

Companies will be selected in accordance with the procedure set out in the Palladium Procurement Guidelines. Proposal received after the above deadline and failing to provide the requested information will not be considered.
