The USAID/Sri Lanka Private Sector Development (PSD) activity is a 5-year, $19.5 million activity that will drive increased competitiveness, financing, and economic opportunity of small and medium sized enterprises (SMEs). The activity will focus on expanding employment and entrepreneurship of women within target sectors and supply chains. The activity will provide technical assistance to SMEs, both directly and through business advisory service (BAS) providers, to strengthen the pipeline of bankable deals. In parallel the activity will create market-based incentives and provide technical assistance that enable financiers to expand into new markets and geographies. As opportunities present, PSD will work with local institutions to provide transaction advisory services to facilitate large inbound investment. The PSD activity, through local partners, will address second-order economic impacts of COVID-19.
Funding Opportunity Notice (FON)
The purpose of this Funding Opportunity Notice (FON) is to solicit applications/proposals from interested parties, wishing to receive funding from the CATALYZE Innovative Blended Finance (CATALYZE) program.
Palladium is implementing a United States Agency for International Development funded program and is seeking qualified sources to implement activities that will respond to the economic effects of the novel Coronavirus pandemic (COVID-19) in Sri Lanka. The FON solicits applications/proposals for interventions that will be implemented in all areas of Sri Lanka. Offerors should clearly state the geographic areas in which project activities will be implemented.
Submission of Questions: Questions on this FON should be addressed to SriLankaPSD.Procurement@thepalladiumgroup.com and submitted according to the schedule above. All questions and answers will be circulated via email to all offerors who submitted concepts papers before each review round. The deadlines for receipt of questions are listed above. Telephone calls or emails to other addresses regarding technical content will not be entertained.
The Selection Process will employ a two-phase evaluation that shall progressively reduce the number of offerors considered for the final funding opportunity/opportunities. Concept notes and full applications will be assessed by a CATALYZE PSD Grant Committee according to the scoring criteria listed in the solicitation.
The process will consist of two Phases:
Phase 1: Concept Paper Submission and Evaluation
Concept Papers in response to this FON may be submitted until the closing date noted above and will be reviewed in five rounds in accordance with the schedule for Concept Paper Submissions noted above. Instructions are included in the attached document.
Phase 2: Full Proposal Submission and Evaluation
After each review round, successful offerors will be invited to participate in a series of co-creation sessions with the PSD team to further discuss and develop the concept prior to submission of a full application/proposal.
Subject to availability of funds, Palladium intends to provide up to US$1,000,000 in total funding for activities to begin implementation no later than July 31, 2021 with individual value of awards expected to be US$25,000-250,000 each. Palladium reserves the right to fund any or none of the applications/proposals submitted.
Concept Papers in response to this FON may be submitted during the twelve-month period (“on-ramp period”), and will be reviewed in four rounds, in accordance with the schedule for Concept Paper Submissions above.
