Funding Opportunity Notice: Innovative Concepts for COVID-19 Economic Relief and Adaptation in Sri Lanka

Background
The USAID/Sri Lanka Private Sector Development (PSD) activity is a 5-year, $19.5 million activity that will drive increased competitiveness, financing, and economic opportunity of small and medium sized enterprises (SMEs). The activity will focus on expanding employment and entrepreneurship of women within target sectors and supply chains. The activity will provide technical assistance to SMEs, both directly and through business advisory service (BAS) providers, to strengthen the pipeline of bankable deals. In parallel the activity will create market-based incentives and provide technical assistance that enable financiers to expand into new markets and geographies. As opportunities present, PSD will work with local institutions to provide transaction advisory services to facilitate large inbound investment. The PSD activity, through local partners, will address second-order economic impacts of COVID-19.

Funding Opportunity Notice (FON)
In order to counter COVID-19’s effects on Sri Lankan livelihoods, rapid response is essential given the deteriorating financial positions of SMEs and the difficult decisions they face on retaining their employees and adapting their value chains.

PSD will rapidly review and disburse direct grants and/or subcontracts to Sri Lankan companies and organizations focused on bolstering resilience to the secondary economic impacts of COVID-19 and adapting to a new economic landscape and market opportunities.

The purpose of this FON is to solicit applications/proposals from interested parties, wishing to receive funding from the PSD activity. The process will comprise of two stages:

  • Phase 1: Initial Review of Concept Papers and Evaluating Against Initial Phase 1 Criteria
  • Phase 2: Request for Full Proposals and/or Applications and Evaluation Against Phase 2 Criteria and Final Source Selection for award of a subcontract or grant.

Concept Papers in response to this FON may be submitted during the twelve-month period (“on-ramp period”), and will be reviewed in four rounds, in accordance with the schedule for Concept Paper Submissions below:
