Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace through education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education, activities are directed towards strengthening education policies and institutions, ensuring accessible and Inclusive Education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
The Services Required
the service provider is expected to 1) provide technical inputs on effective adult learning strategies and develop appropriate learning materials for the different competencies; 2) integrate the learning applications and outputs of the participants to relevant work functions and deliverables; 3) assist the concerned offices in aligning charters and job descriptions with new competencies and with MBHTE’s people and organizational wellbeing policies, priorities and strategies; 4) strengthen the HRM Office and the HR group of MBHTE to champion and manage the implementation of the People Welfare Program; 5) assist the HRM Office in ensuring budgets and in creating necessary policy and organizational support mechanisms for effective and sustained implementation of the MBHTE People Welfare Program; and 6) link the new competencies and the People Welfare Program with key HRD and MBHTE policies, plans and programs, particularly on Teacher Development & Management, and the One MBHTE Institutional Strengthening Plan.
For the different competency-building components of the technical assistance, the assignment will cover the regional offices of MBHTE (HRM Office staff and HR focal person for each of the four directorates of MBHTE; non-teaching officers); the 12 schools divisions offices (SDOs) with their respective HR focal persons; teaching supervisors from the SDOs; and teachers from selected public madaris (5-8) and regular public schools (2-3) within each SDO.
