Market Assessment of Non-State Education : Ecuador

CATALYZE Edufinance will support USAID partner countries to increase access of non-state schools and other education enterprises to private capital, incentivising expanded access and improved quality, resulting in greater, more equitable access to education opportunities and improved learning outcomes, especially for women and girls. The primary outcomes of interest are a) improved access to education for underserved children and b) improved learning outcomes, particularly in early grade reading and math. Additional outcomes of interest include the amount of additional finance brought into the education sector via investment models or resource mobilization partnerships and improvements in the non-state education sector enabling environments.

CATALYZE EduFinance Ecuador will increase access of non-state schools and other education enterprises to private capital that incentivizes expanded access and improved quality, resulting in greater, more equitable access to education and improved learning outcomes.

The Ecuador Education Blended Finance Market Assessment will use the Five-Point Framework which represents the broad, systemic conditions in which a country’s finance sector operates. The Assessment will adapt the Five-Point Framework for education. The goal of this market assessment is to present an overview of the opportunities and challenges for expanding non-state education in the region. The assessment will inform the decision to pursue an education finance activity, specific areas on which to focus, and an activity co-design.
