Policy and Legislative Advisory

Palladium International, LLC is the implementing contractor of the USAID funded Kenya Investment Mechanism.

This Request for Proposals seeks to subcontract a consulting firm that will co-actively lead policy and regulatory reforms, with identified counties and/or the Government of Kenya (GoK) to remove barriers inhibiting large-scale investment, thereby unlocking further investment opportunities.

Areas of policy considerations are:

  • Agriculture and Finance policies: This will involve identifying policy issues and gaps regarding mandates, functions and roles, civic education and public participation, support to national government, county governments, investment agencies and decentralized units.
  • Public Private Partnerships (PPP) legal advisory- review the existing legal framework and to suggest minimum modifications to remove legal obstacles to the execution of public-private partnerships.

The expected results will mobilize substantial capital and build partnerships among stakeholders in the financial ecosystem, which support Kenya’s journey to self-reliance and ultimately contributes to USAID’s overall goal of fostering broad-based, sustained, and inclusive economic growth in Kenya.

The proposal must include expression of interest, detailed CVs and portfolio containing consultant’s qualifications and experience with samples of previous work, proposed schedule of activities and key milestones, and financial proposal based on the deliverables outlined in this scope of work.

KIM is obliged by the Kenyan tax authorities to withhold taxes on service fees as well as any applicable VAT. Candidates are advised to ensure that they have a clear understanding of their tax position with regard to the provisions of Kenyan tax legislation when formulating their financial proposals.
