Services for Data Collection

Project Background
The Global Fund through its supported-programs helps countries accelerate progress against HIV, TB, and malaria and reinforce the national COVID-19 responses. To strengthen results and performance of HIV, TB and malaria grants, as well as Covid19 Response Mechanism (C19RM), the Global Fund through Palladium International LLC conducts Supply Chain and Health Services Spot Checks of sample selected facilities in the 22 target countries. The Spot Checks aim to offer tangible benefits for the Global-fund-supported programs in their efforts to increase visibility on the performance of the supply chain, health services availability, and service disruption and leveraging that data to strengthen performance, where necessary.

Palladium in collaboration with its partners has conducted desk reviews of the structure and organization of health service delivery particularly for HIV, Tuberculosis, Malaria (HTM) and COVID-19 programs in order to understand the inventories of the health facility and Central Medical Stores, stock records and transactional reports; developed representative sample, tracer products and indicators selection to undertake on site verification visits; and rolled out the first round of data collection in target countries.

Purpose
The purpose of this RFP is to identify and select one or more subcontractor(s) to collect, validate and ensure accuracy of raw datasets for the identified number of facilities, plus applicable Central Medical Stores, for each of 22 target countries (Bangladesh, Burundi, Cambodia, Haiti, India, Indonesia, Lesotho, Liberia, Malawi, Myanmar, Pakistan, Papua Guinea, Philippines, Senegal, Sierra Leone, Somalia, South Sudan, Thailand, Ukraine, Vietnam, Zambia and Zimbabwe). Please note that more than one Subcontract may be awarded, and the 22 countries might be split between different service providers.

In collaboration with each countries’ Ministry of Health, the Subcontractor will be responsible for appointing, selecting, and training local data enumerators and supervisors to undertake data collection on KPIs of tracer health products (HTM commodities, pharmaceuticals, and diagnostics, COVID products). The Subcontractor will also be responsible for ensuring that the quality of the data aligns with pre-defined standards and the elements of the questionnaires and supplementary guidelines. Lastly, the Subcontractor will ensure supplementary information, including additional data in the case of missing variables, is identified as part of the data cleaning and analysis conducted by Palladium.
