About Education Pathways to Peace in Mindanao (Pathways)

Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace through education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.

Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education, activities are directed towards strengthening education policies and institutions, ensuring accessible and Inclusive Education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.

Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research and Orient Integrated Development Consultants Inc.

The program’s base of operations is in Cotabato City and covers all five provinces of BARMM.

The Services Required

The project consists of 4 components, each with its own objectives.
The components are (1) Curriculum Quality Audit (CQA), (2) Development of a Licensure Examination for Teachers (LET) Review Program, (3) Review of existing majors/subjects on Prep and Kindergarten and to study the feasibility of developing a new or enhancing an existing major to increase focus on pre and Kinder instruction and (4) a Communications Plan on Teachers.

The service provider is expected to (1) develop the processes and tools for and conduct Curriculum Quality Audit (CQA) in selected institutions in BARMM offering Teacher Education, including, on-site visits as permitted by health protocols, (2) develop and trial faculty development programs based on assessed needs, (3) develop a LET review program with a coaching component for possible integration in the Teacher Education course or used in stand-alone review classes, (4) conduct a review of existing Teacher Education majors to determine the adequacy of offerings on Prep and Kindergarten instruction and conduct a feasibility study on developing a new or existing majors with focus on Prep and kindergarten instruction and (5) develop a Communication Plan on Teachers that promote teaching as a viable career option and show teachers as empowered/agentic professionals.
