Palladium has appointed global development executive Llyr Rowlands as Chief Operating Officer, based in Washington, DC. A trained lawyer, Rowlands brings extensive experience managing energy and critical infrastructure programs and delivering technical assistance across Central Asia, Western Balkans, Moldova, Ukraine, the Pacific Islands and sub-Saharan Africa, including chief of party roles under USAID-funded contracts. Prior to joining Palladium, he led Tetra Tech’s international energy business.

For Palladium co-CEO Ricardo Michel, Llyr’s experience in challenging environments and expertise in frontier markets make him the ideal candidate. “When I look at where development needs to go as we face climate change, conflict, and inequality across the globe, Llyr’s experience is pivotal to our building and driving an organization that can tackle these complex issues,” says Michel. “Llyr has committed his career to delivering real results that positively impact people’s lives, and that puts us in perfect alignment.”

Rowlands agrees, drawing on his experience with both private and public sector clients to form a strong view of the sector. “The development space is evolving and so must its implementers,” he explains. “We must pre-empt the problems our clients are facing and identify the right solutions. This is true of the areas where we’ve been traditionally strong, but even more so where we see the future.”
