Development of Guidelines, Tools, and Training for Preparing of Export Benchmark Prices (HPE) for Forestry Products

The Multistakeholder Forestry Programme Phase 5 (MFP5) programme aims to strengthen sustainable forest management and climate resilience through targeted technical and policy interventions. This assignment aims to equip the Ministry of Forestry with practical, operational tools and guidance to prepare High Productive Efficiency (HPE) proposals for forestry products, including standardised guidelines, data collection and price analysis tools, and mechanisms to track price trends and support evidence-based recommendations.

The assignment will work closely with the Ministry of Forestry and MFP5 to strengthen the existing HPE proposal preparation process by making it more consistent, well-documented, and user-friendly. It will review current workflows and data needs, develop practical guidelines and simple, editable tools for data collection and price analysis, validate these with users through consultations, and deliver training and a final package to support effective day-to-day use - without introducing new regulatory frameworks.

Delivered over 8-10 weeks with a budget of up to GBP 20,000, the work requires experience in developing guidelines and policy instruments, analysing forestry and commodity markets, conducting stakeholder consultations, and delivering training. The provider must be able to produce clear, practical outputs in Bahasa Indonesia, with experience working with government institutions considered an advantage.
