John Ebikeseye Mutu – Is the Executive Director of the African Parliamentary Resource Centre (APRC). He is also the National Coordinator of Democracy Vanguard, a platform/ think-tank dedicated to advocating for governance reforms and enhancing service delivery in Nigeria. Until September 2024, John was the National Team Leader of PERL-ECP – an 8-year governance programme funded by FCDO in Nigeria.
John has spent the last 24 years in the public, private, and development sector in Nigeria. He has leveraged his vast experience and deep networks within government, parliament and civil society to champion critical governance reforms at the federal, state and local level across the country. As the Team leader of ECP, John mobilised his colleagues and other stakeholders to push for constitutional reforms that led to greater autonomy and effectiveness of the state legislatures and judiciary, as well as local governments. This is transformational changes were celebrated across Nigeria and beyond as critical success factors for improved service delivery and good governance in the country.
John is a currently a member of the Technical Committee of the Senate Committee on Constitution Review, where he chairs the Technical Sub-Committee on Local Governance Reforms. He is also working with UN Women and other CS groups to promote Equal Opportunity legislations in Nigeria such as the Special Seats Bill for women in Parliament.
John’s areas or specialism include PFM, Public Policy, Advocacy, Partnership Development, Community Engagement, Programme Management, Inclusive and Participatory Governance, Private Sector, Accountability and Transparency, Political Economy Analysis, amongst others. He has also conducted a series of studies on behalf of government institutions and development partners. Some of his current works include – Cost of Politics in Nigeria, Impact of Nigeria’s National Budget on Livelihoods, Impact of Local Government Autonomy on the Agric sector in Nigeria, etc.
